Abstract
The City of Winnipeg is protected from flooding of the Red River by four major flood protection works: Winnipeg’s primary dykes; the Red River Floodway; the Portage Diversion; and the Shellmouth Reservoir. The 1997 “Flood of the Century” was the second largest flood on record, and it taxed these flood protection works to the limit. It was clear following the 1997 flood that there was a need to prepare for a larger future flood.
The Red River Floodway consists of four main components: Inlet Structure; Floodway Channel; Outlet Structure; and the West Dyke. All of these components will require upgrades, expansion, or modifications in order to increase the capacity of the Floodway to handle larger flood events up to the 1 in 700 year design flood event.
