The China coating project was a greenfield development of a coated steel products plant. The facility was designed to produce a range of coated steel products to be marketed into distinct domestic and export-market segments, and was located 80 km west of Shanghai in the Suzhou Industrial Park.
Hatch participated in the prefeasibility and feasibility studies, and was engaged to join the integrated owner’s team that directly managed all aspects of the project, including design. Hatch took a lead responsibility in engineering and construction management (ECM), which included construction management, safety, project controls and later, the provision of project management resources. Hatch was responsible for the cold commissioning activity and provided ongoing support to BlueScope Steel operations during hot commissioning and ramp up.
Local contractors completed project construction, and Hatch held responsibility for site safety. Hatch invested a great deal of time in safety training, with a particular focus on thorough safety inductions, training for working at heights and the effective use of personal protective equipment. International standards for safety were applied and achieved for the project despite them being new to the Chinese contractors’ workforce.
